This announcement is being advertised under delegated examining procedures and is open to all U.S. citizens. This position is career-seasonal in nature and does not provide employment on a year-round basis. You may work a minimum of 26 weeks but generally not more than 48 weeks a year. Actual work schedule and period of furlough is contingent upon funding and operational needs.

This position will serve as a Biologist (Vegetation) within the Vegetation Program of the Science and Resource Management Division of Grand Canyon National Park, which is a fast-paced, complex, and nationally recognized program. This position requires the incumbent to exercise independent action that demonstrates skill in a wide range of concepts, principles, and projects, with a specific focus on practical knowledge of technical methods of ecological restoration, native habitat revegetation, vegetation surveying, and resource monitoring. The incumbent will be responsible for program development and implementation under the direction of the parks Vegetation Program Manager, and will be required to develop annual work plans, to review and adhere to NEPA compliance documents, to assist with the preparation of NEPA documents, to compile and analyze field data, and to independently prepare scientific and agency reports. This position will be required to prepare and pursue grant applications to fund scientific research projects. The employee will be required to collaborate with other agencies resource managers and park partners to achieve the complete range of ecosystem protection objectives. The incumbent must be able to independently identify native and non-native plants. The position will be cross-trained in all aspects of the vegetation program including exotic plant management and native plant propagation. The incumbent will help to coordinate and supervise volunteer work groups, directing the work of up to 30 people when working with volunteer groups. The incumbent will also direct the work of up to 6 subordinate positions during the season. The position will implement action plans, complete field data sheets, and complete entry and management, often performing routine tasks for extended periods of time. They will be responsible for public involvement and education regarding native habitat restoration and vegetation monitoring. In order to accomplish these duties the incumbent must be able to independently operate and maintain monitoring equipment, Global Positioning Systems (GPS), Geographic Information Systems (GIS), and will utilize various computer systems and software. Incumbent will work closely at times with various park divisions, service organizations, and volunteers. The incumbents should have the ability to operate 4WD vehicles, use and care for tools and equipment, and utilize personal protective equipment (PPE) and safety techniques. The incumbent will spend a majority of their time in the developed areas of the park, but will also work in remote back-county field settings for extended periods of time. The incumbent will need to be able to function well in a group setting as well as independently. The incumbent will implement safety awareness into all aspects of program operations, and will be responsible for giving safety trainings and ensuring crew accountability for following proper procedures.

PHYSICAL DEMANDS: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, entails the ability to concentrate and write for long periods of time.

WORK ENVIRONMENT: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, caves, firelines, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible and would require the completion of required training.

AREA INFORMATION/HOUSING INFORMATION: This position is stationed at the South Rim of Grand Canyon National Park located in Northwest Arizona, approximately 60 miles north of Williams and 85 miles Northwest of Flagstaff at an elevation of 7,000 feet. Temperatures range from approximately 85 degrees in the summer to 17 degrees in the winter. Grand Canyon Village has schools K-12, a daycare center, post office, general store, banking facilities, churches, a recreation center, a clinic with resident physicians and several restaurants. The park community consist of some 2,000 people, including employees of the NPS and concessionaires and their family members. There are often employment opportunities for family members in the park and surrounding areas. The park community is small enough that many employees choose to walk or bike from their homes to work. Complete shopping, educational, medical and professional services are available in Williams and Flagstaff. Recreational opportunities include hiking, river rafting, fishing, cross-country and downhill skiing, and golfing in nearby communities.

Employees obtain housing either through a bid system or by assignment into shared furnished quarters. Because of limited housing, when an employees is assigned shared quarters, the park is not able to provide accommodations for family member and pets. All qualifications must be met by the closing date of this announcement, Monday, July 29, 2013.  Qualifying experience may be obtained in the private or public sectors. 

QUALIFICATIONS: To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as selective factors as described in the occupational/assessment questionnaire and as outlined below.
To qualify for this Biologist (Vegetation) position you must meet the basic education by having successfully completed a full 4-year bachelors degree in biological sciences, agriculture, natural resources management, chemistry, or related disciplines appropriate to this position. NOTE: You must submit a copy of your school transcript(s) to show you meet the basic education requirement. Transcripts do not need to be official. OR
By having a combination of 4 years of education and experience which included courses equivalent to a major in any of the fields listed in A above (typically 24 semester hours is considered equivalent to a major in a field of study), plus appropriate experience or addition education, to total 4 years. In crediting undergraduate education, one academic year of education is 30 semester hours or 45 quarter hours of course work. NOTE: You must submit a copy of your school transcript(s) to show you meet the basic education requirement. Transcripts do not need to be official.
In addition to the basic education requirement described in above, you must have at least 1 year of specialized experience as a Biologist or in a directly related field in level of difficulty and responsibility to that of at least the GS-07 grade level in the Federal service. At the GS-07 grade level the incumbent has basic knowledge of management concepts, principles, and practices; biological, agricultural, natural, and pertinent aspects of social, behavioral, cultural, and economic sciences; theories, concepts, and practices of conserving, utilizing, and sustaining natural, physical, and cultural resources of forests and associated land and water; fire ecology; and public recreational needs in terms of cultural, sociological, educational, and historical factors. concepts, principles, and practices. You must have successfully completed 2 years of progressively higher-level graduate education leading to a masters degree or masters or equivalent graduate degree in a discipline directly related to this position. Requirements

1. If new to Federal Civil Service, you will be required to serve a probationary period of 1 year.

2. You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued drivers license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued drivers license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you. HOW YOU WILL BE EVALUATED:

Your rating will be based on your responses to the Assessment Questionnaire and the information stated in your resume. The assessment questions relate to the following competencies that are required to perform the work of this position.

  • Knowledge and proven skills in developing and implementing native habitat restoration work plans and adhering to NEPA compliance documents; practical knowledge of technical methods of ecological restoration, native habitat revegetation, vegetation surveying, and resource monitoring; proven skills in developing and implementing vegetation monitoring programs.
  • Knowledge and skills to effectively supervise, schedule, direct, train, counsel and evaluate the work performance of subordinate staff and volunteers; ability to work independently in outdoor environments and also function efficiently in a group setting; knowledge of remote backcountry travel, rough terrain travel, wilderness medical, and safe procedures to work outdoors in all weather conditions.
  • Proven ability to communicate native habitat restoration and overall vegetation management activities in writing, including the preparation of correspondence, grant proposals, work plans, compliance documents, and project reports; proven ability to effectively communicate verbally to individuals, small groups, and large audiences.
  • Knowledge and ability to develop guidelines for and collect biological field data, to independently identify plants to species level using dichotomous keys, to utilize GPS units and GIS software to collect and manage spatial data, and to utilize statistical software and MS SQL or similar database software.

    Category rating procedures will be used to rate and rank candidates. Candidates will be ranked into 3 categories:
    Category Group I (Best Qualified) - applicants who possess experience and/or education that well exceeds the minimum qualifications of the position, including all selective factors and all quality ranking factors. Applicants considered best qualified must be highly proficient in all requirements of the job and be able to perform effectively in the position. 
    Category Group II (Well Qualified) - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job.
    Category Group III (Qualified) - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all of the requirements of the job.

    VETERANS PREFERENCE: Veterans Preference applies to category rating. Within each quality category, veterans preference eligibles are listed first, including CP, CPS, XP, and TP. In addition, veterans who have a 10% or more service-connected compensable disability (CP or CPS) are placed at the top of the highest quality category (except in the case of scientific or professional positions at the GS-9 level or above or if they fail to meet positive education requirements, training, selective placement factor, etc.). Applicants referred are listed on the selection certificate alphabetically (veterans preference eligibles before non-veterans) without scores.
