Duties and Responsibilities:

Incumbent serves as an Account Manager Support Specialist with account management responsibilities in support of the VAs automated systems to include the Veterans Health Information Systems and Technology Architecture (VistA) system and Active Directory at the Phoenix VA Health Care System (PVAHCS) in Phoenix, AZ. The work in VistA and Active Directory is beyond a basic level due to the fact that an in-depth understanding of different VistA packages and Active Directory is necessary to be able to determine the appropriateness of menu options and how they interact with the VistA system and security regulations. The incumbent will need to use a broad knowledge of IT principles and concepts for those packages supported. The incumbent is expected to be the technical expert. The incumbent will need to use a high degree of analytical ability to determine what menu options and keys are associated with different packages within the VistA system. The incumbent will need to exercise good problem solving skills in working with Active Directory accounts in regards to issues related to name changes and how they effect the end users access. The incumbent maintains open and productive communications with service line staff and with other members of the ISSL staff.

You will:

• Diagnose and resolve issues related to access to critical systems such as Network, home directories and shared drives.
• Research and provide feedback on problematic trends and patterns in customer account issues.
• Develop and execute system for creating templates for user access requests for menu and key assignments for VistA.
• Develop Service Level Agreements with the facility in timely assignment of network and application access.
• Ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of customer support services.
• Advise and coordinate on the establishment and use of automated data for various purposes.
• Program simple inquiries in VA File Manager required to support medical center systems.
• Develop and maintain technical documentation for IT systems.
• Advise and assist IT system end users in order to optimize medical center operations.
• Develop and implement IT end user training programs.
• Provide technical advice and assistance to a medical center’s OI&T management
• Assist in the administration of the medical center’s Information Technology program, including the development of long term planning.
• Provide liaison to applicable organizations within an Agency or within a medical center regarding use of information technology.
• Promote and support the use of modern systems theory and concepts in medical center management and operations including the use of state-of-the-art IT systems.
• Mentor or assist IT staff in the use of VistA, application support, and VA File Manager.

Work Schedule: Monday - Friday; 8:00 AM - 4:30 PM (alternate work schedules may be available)

To qualify for this position, applicants must meet all requirements by the closing date of this announcement Monday, August 05, 2013.

 

Time-in-grade:  Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For the GS-09 level, these applicants must have held at least the GS-07 grade or higher for a year.

 

In order to qualify for the position, applicants must have:

 

General Experience: For all Information Technology positions, regardless of grade, individuals must have general IT-related experience demonstrating each of the four competencies listed below:

 

1.Attention to Detail - Maintaining attention to detail when performing systems troubleshooting, repair, and installation.
2.Customer Service -  Working with clients and customers to answer general technology related questions and resolve complex technical issues.
3.Oral Communication -  Expressing complex technical information to non-technical personnel in a clear and understandable manner.
4.Problem Solving - Identifying technical problems, using sound judgment to generate and evaluate alternatives, and making recommendations for resolution.

 

AND
 
Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: experience establishing network accounts and (or) system specific accounts, which include administrative software systems like VISTA, CAPRI, WebHR, etc; experience applying appropriate security controls to network accounts and (or) system specific accounts; and  experience in resolving customer access issues associated with network accounts and (or) system specific accounts.

Applicants may substitute education for the experience required for the GS-09 level. Successful completion of a masters degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the aforementioned fields and required the development or adaptation of applications, systems or networks OR 2 full years of progressively higher level graduate education leading to a masters degree or equivalent graduate degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or progressively higher graduate level education leading to a degree that provided a minimum of 24 semester hours in one or more of the aforementioned fields and required the development or adaptation of applications, systems or networks.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week.  Part-time experience will be credited on the basis of time actually spent in appropriate activities. 

 

PHYSICAL REQUIREMENTS: The work is sedentary. No special physical demands are required to perform the work. Duties may require lifting and carrying computer equipment such as monitors and printers.

KSA 4 - Knowledge of appropriate VA policies, operating procedures, information flow; and, of prevailing IT practices in government agencies.
KSA 5 -Ability to plan and carry out difficult and complex assignments and utilize analytical methods and practices.
KSA 6 - Ability to communicate in a clear, logical, and concise manner technical information, both orally and in writing.
KSA 7 - Skill in providing advice and guidance on a variety of complex IT issues such as interpreting IT policies, standards and guidelines.
