The incumbent serves as the Chief of Visitor andResource Protection (Chief Ranger) for Glen Canyon NationalRecreation Area and Rainbow Bridge National Monument. Manages a complex landand water based visitor and resource protection operation involving visitorservices, law enforcement, criminal investigations, emergency medicalservices, search and rescue operations, structural and wildlandfirefighting, aviation operations, and resource monitoring and protectionactivities. Responsible for strategic planning, budgeting, programming, andobligating funds from accounts with numerous funding sources.
Deals directly with a diverse group of agencies andorganizations (2 states and 5 counties) including representatives of local,state, federal, and tribal governments. Writes and reviewsregulations and prepares cooperative agreements, memorandum of understanding,and other agreements with government agencies and private partners.
Provides policy guidance and direction on a variety of lawenforcement and visitor and resource protection program activities. Inconjunction with other members of the management team, establishes policies,management objectives, operation procedures, guidelines, and administrativecontrols for Glen Canyon National Recreation Area and Rainbow BridgeNational Monument.
Incumbent performs full supervisory responsibilities(including those related to Equal Opportunity and Employee Relations) for seasonal,temporary, permanent, VIP, and other personnel directly and indirectly.
PHYSICAL DEMANDS: Work involves frequent onsite visits requiring walking, standing, bending and carrying light items. Incumbent must have the ability to work long hours, under pressure, tight deadlines and the reality of constantly shifting priorities and limited fiscal and workforce resources. While much of the work is sedentary in nature, incumbent is often required to travel via light airplane, helicopter, power boats, 4-wheel drive vehicles, and hike in high desert terrain.
WORK ENVIRONMENT: The work environment is a combination of indoor and outdoor activity and settings. Climate is typical high desert where temperatures may exceed 100 degrees (F) in summer and extended to subfreezing temperatures in winter. Field trips and out-of-area travel via automobile and commercial airlines is occasional. The park is subject to many social, economic and operational pressures, of which many are not compatible with with National Park Service stewardship.

Page, Arizona is located on the Arizona-Utah border, 135 miles north ofFlagstaff, Arizona, the nearest larger community. Page looks out on beautifulLake Powell which offers boating, associated water sports, recreation andfishing, as well as river running on the Colorado River above and below LakePowell. The surrounding land of the 1.25million acre Glen Canyon National Recreation Area and Rainbow Bridge NationalMonument offers beautiful red rock country for hiking and backcountry wildernessactivity. Page is atthe hub of the Grand Circle, containing Americaslargest concentration of national parks and monuments, such as GrandCanyon, Zion, Capitol Reef, Bryce Canyon, Arches, Canyonlands, Grand StaircaseEscalante, and the Flagstaff Area Monuments. Page offers normal community amenitiessuch as airport, shopping, medical and dental facilities, schools K-12 andcollege courses available through the local Community College. QUALIFICATIONS: To be eligible for this position, you must possess the qualifying specialized experience and/or education as well as the selective factors as described in the occupational/assessment questionnaire and as outlined below.
To qualify for this position you must have at least one year of specialized experience at least equivalent to the GS-12 level in the Federal Service, with experienceevaluating law enforcement program activities based on funding to determineobjectives, amount and location of work, as well as type of resources neededfor the program; interpreting regulations and policy directives related to lawenforcement and natural resource protection; reviewing law enforcement casereports to ensure compliance with policy; mutual aid agreements, cooperativeagreements and memoranda of understanding; investigating criminal activity,conducting investigations of applicable federal or state laws, performingtraining and instructor responsibilities; and responsibility of diverse staffsupervision. You must possess a current Level 1 Authority NPS Law Enforcement Commission.
Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking.
Transcripts do not need to be official but if you are selected for this position and you used your education to qualify then you will need to provide official transcripts before you enter on duty.

Requirements
1. You may be required to serve a probationary period of 1 year.
2. This is a supervisory position. Employees who are initially appointed to supervisory positions must serve a supervisory probationary period of one year.
3. Must possess an NPS Level I Law Enforcement Commission.
4. Drug Testing Designated position.
5. This position has been approved for coverage as a "SECONDARY-ADMINISTRATIVE" Law Enforcement position under the special retirement program for firefighters and law enforcement officers of 5 U.S.C.8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). PLEASE NOTE: Applicants may meet position qualification requirements, but not meet special retirement coverage eligibility. If such an applicant is selected, he/she will be placed in the regular retirement code. Under CSRS to be eligible for Secondary retirement coverage, an employee must transfer directly (without a break in service exceeding 3 days) from a primary rigorous position to a secondary position. Under FERS to be eligible for Secondary retirement coverage and employee: while covered under the retirement provision moves directly (without a break in service exceeding 3 days) from a primary position to a secondary position: AND complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld: AND must be continuously employed in a secondary position or positions since moving from a primary rigorous position. Except a break in employment in a secondary positions that begins with an involuntary separation (not for cause).
In addition, for positions covered under 6(c) as secondary-administrative, management has certified that a MANDATORY PREREQUISITE exists -- prior experience in a primary law enforcement position or equivalent experience outside the Federal Government, is a mandatory prerequisite.
6.In accordance with Executive Order 12564 and Department of Interior guidelines, applicants selected for this position are required to submit to a drug test and receive a negative drug test prior to appointment. In addition, this position is a drug testing designated position subject to random testing for illegal drug use throughout the tenure of this appointment.
7. Must pass a pre-employment medical test. Prior to appointment, the person selected for this position must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties and pass a medical examination (which includes vision, hearing, cardiovascular and mobility of extremities) given by an authorized government physician. The agency will pay for this examination.
8. The duties of this position require arduous physical exertion involving walking, running, lifting, standing, use of firearms, and exposure to inclement weather. The Physical Efficiency Battery (PEB) is a fitness test consisting of five different components: 1) agility run measures the ability to get up from the ground and sprint while changing directions; 2) bench press measures the upper body strength for one repetition; 3) 1.5 mile run measures cardio/respiratory fitness; 4) sit and reach measures the flexibility in the lower back, legs and shoulders; and 5) body composition measures the body fat. Prior to appointment, applicants will be tested in all five components, but only the agility run, bench press and 1.5 mile run will be measured for a passing score in the 25th percentile (age and gender adjusted) of these components. These procedures will ensure that law enforcement officers are capable of performing strenuous physical training and law enforcement duties. Applicants shall be disqualified for appointment if they fail to meet any physical requirements. Probationary or seasonal employment is subject to termination for failure to meet the 25th percentile in each of the identified components being measured.
9. Applicants must possess a valid state drivers license. This position requires that you operate a government (or private) motor vehicle as part of your official duties. A valid State drivers license is required. As a condition of employment, you will be required to submit a completed GSA Form 3607, Motor Vehicle Operators License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid drivers licenses, whether current or past, possessed by you. If you are tentatively selected for employment in this position, you will be required to complete GSA Form 3607 and submit the above State issued documents. Your employment, after your tentative selection, will be contingent upon receipt of these documents in a timely manner and that those documents establish, to the satisfaction of the selecting official, that you possess a valid drivers license.
10. Must wear the National Park Service uniform and comply with National Park Service uniform standards including PPE (body armor) and law enforcement equipment. A uniform allowance will be provided to defray the cost of the uniform.
11 May be assigned to work nights, early mornings, rotating shifts, holidays, and weekends.
12. Must be at least 21 years old.
13. Must be free of any domestic violence convictions. If you have ever been convicted of a misdemeanor crime of domestic violence, it is a felony for you to possess any firearm or ammunition. As a condition of employment, you are required to carry weapons and ammunition as a part of your official duties. Therefore, an individual with a conviction of a misdemeanor crime of domestic violence will not be eligible for this position.
14. Position may require some travel of approximately 5 night per months.
