The HR Assistant performs work in support of a placement and recruitmentfunction which requires knowledge of the terminology, requirements, proceduresand functions of personnel management. Incumbent is responsible for theday-to-day operations of the staffing (internal and external) functionincluding, but not limited to developing vacancy announcements, qualifyingapplicants, conducting rating panels, and issuing certificates, using variousoffice automation software systems. The incumbent processes the full range ofhuman resources actions including those of a novel and unusual nature, such asspecial appointment or detail actions. Incumbent applies Human Resources rulesand procedures and specified personnel methods in recruiting to fill vacancies(i.e. in order to determine qualifications and eligibility, adjudicate veteranpreference, develop referrals of best qualified candidates, make job offers).Advises supervisors and managers on various recruitment options working withininternal and external hiring process. Provides assistance on regulations,policies and procedures governing recruitment and staffing, assistance insetting pay (i.e. pay bands of wage grade, general schedule and special salaryrates). The incumbent is also responsible for new employee processing andpersonnel record keeping. Compiles recurring strength reports, gains and lossesreports, vacant position reports, etc. Completes personnel action requests,determines appropriate nature of action and regulatory authority, remarks, etc,ensuring action is appropriate for intended purposes. Performs work in supportof employee benefit programs, to include, but not limited to FERS and CSRSretirement, Thrift Savings Plan, Life and Health Insurance, Long Term CareInsurance, and Flexible Savings Accounts. Performs limited technical projectssuch as investigating employee benefits cases. Performs limited technicalprojects such as classroom presentations of subjects related to recruitment andplacement and employee benefits. Performs other related duties as assigned.

Time-in-Grade Restriction - Applicants who are current Federal employees and haveheld a GS grade any time in the past 52 weeks must also meet time-in-graderequirements. The grade may have been in any occupation but must have been heldin the Federal service.

You must have one year ofspecialized experience at a level close to the work of this job that has givenyou the particular knowledge, skills, and abilities required to successfullyperform. Typically we would find this experience in work within this field or afield that is closely related. Specialized experience should include experiencewhich equipped the applicant with the principles, concepts policies andobjectives of HR Management, and experience with office automation softwareprograms.

GS-05 - One year specialized experienceat the GS-04 level.

GS-06 - One year specializedexperience at the GS-05 level.

GS-07 - One year specializedexperience at the GS-06 level.

Preferred Experience: Experience coding personnel actions in OLDE.

HOW YOU WILL BE EVALUATED:

Applicants will be ranked based on four quality groups, as follows:

  • Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
  • Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
  • Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
  • Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.

After the vacancy announcement closes, reviewed applications are evaluated against the questionnaire responses and placed in the appropriate quality group.  Qualified veterans will be afforded preference by being placed at the top of the appropriate quality group.  Qualifying veterans with a service-connected disability of 10% or more will be placed at the top of the best qualified group.  The best qualified group is the first to be referred to the hiring facility for further consideration and possible interview.  The remaining groups may be referred based on the number of applicants available.
