About the Position:
This position is with the U.S. Army NETCOM, Headquarters, ACofS, G-8, Comptroller, PAE Division at Fort Huachuca, AZ.
As a result of sequestration and budget shortfalls, Army is furloughing most of its employees for some amount of time during fiscal year 2013. An employee in this position MAY be subject to furlough. Serves as a financial management analyst performing a wide range of financial analytic and management functions within the Program Analysis and Evaluation Division of the NETCOM/9th Signal Command (Army) G8. The position supports independent analysis of financial management and program budget. Responsible for programming, budgeting, formulation, integration, justification, and execution of wide range of command programs within Army appropriations (Operation and Maintenance and Other Procurement, Army). Establishes goals and objectives associated with OMA and/or OPA programming defense and justification through higher headquarters to Headquarters DA. Provides financial management guidance on programs to functional managers, ACOMs, and other budget personnel in DA. Provides input for drafting Congressional testimony, input and coordination of assigned programs, and other actions related to assigned areas of responsibilities in keeping with fiscal, regulatory and legal constraints imposed by DA, OSD, OMB, and Congressional policies. Renders financial technical program assistance to NETCOM subordinate units, the CIO/G-6 and HQDA staff. Develops briefings and position/information papers to be used both internal and external to NETCOM.

Experience required: To qualify based on your work experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience includes detailed, intensive knowledge of the policies, precedents, goals, objectives, regulations, and guidelines of a functional area such as financial oversight, budget formulation, and/or budget execution sufficient to analyze and evaluate continual changes in program plans and funding. Analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
