Technical Business Analysts - Phoenix, AZ
The Technical Business Analyst is responsible for a full range of activities which improve the operational effectiveness and excellence of the business unit. The Business Analyst designs and documents data flows and makes appropriate recommendations that will positively impact data governance.
Technical Business Analysts are to develop roadmaps to transform information systems, incorporate new technical systems to improve the efficiency and effectiveness of data capture, processing, storage, Security and Privacy including access rights, classification methodologies, best practices with the ultimate goal of building capabilities for Big Data Analytics and sharing with citizens. The analyst is also expected to maintain current knowledge of rapidly changing computer technology. To achieve excellence in this position, the Technical Business Analyst must create, maintain, and implement conceptual and logical models of our business units that allow for growth in quality of service and to secure our data information assets. This individual must thrive in a demanding, fast-paced, dynamic and client focused environment.
This position calls for extensive data governance experience and transformation of legacy siloed data models through incremental maturity steps to a rational and sustainable consolidated model.
Portfolio Analysis:
- Develop a Data Governance policy for statewide use.
- Proven work experience in Government environments.
- Develop procedures and standards for the data governance team across all three areas: Reference data, Metadata and Data quality.
- Work in conjunction with teams working on statewide environmental scan of enterprise IT assets.
- Document process and data change control procedures across all areas.
- Assist in analyzing results of the scan and developing an effective data management strategy.
- Partner with Enterprise Global Data Governance efforts including, but not limited to helping identify gaps and developing Implementation plans for business unit functions to become compliant with Global Data Governance Policy.
- Assist the Enterprise Architect in developing and managing the Data Governance strategic roadmap and plan.
- Assist Enterprise Architecture team in accelerating the adoption of the Data Governance policy.
- Provides technical assistance in identifying, evaluating, and designing systems and procedures that are cost effective and meet strategic data transformational and business requirements.
- Reviews and edits requirements, specifications, business processes and recommendations related to proposed data compliance strategy.
Knowledge of:

Work experience:
- 10+ years in progressively responsible roles in data governance and modeling.
- Must have a degree of assertiveness or leadership to drive out the procedures and standards, leveraging existing team members and SMEs working through project managers.
